Scotland's replacement for Carer's Allowance, and the more generous of the two in one way that matters here: its published list of qualifying care explicitly includes supporting someone with their mental health, where the GOV.UK list is focused on physical tasks. The same gateway still applies, in that the person you care for must already receive a qualifying disability benefit.

The main carer's benefit, and the one most likely to disappoint. Be prepared for two hurdles that have nothing to do with how hard your situation is. First, the person you care for must already receive a qualifying disability benefit such as PIP daily living or Attendance Allowance, and most people who hoard claim none of these. Second, you must provide 35 hours a week of care to that person, which a relative who visits, negotiates with the council and manages crises will rarely evidence. Worth checking, but the carer's assessment is almost always available to you where this usually is not.

The Northern Ireland administration of Carer's Allowance, paid at the same rate and on the same conditions as the rest of the UK but claimed through the Department for Communities rather than DWP. The same two hurdles apply: the person you care for must already receive a qualifying disability benefit, and you must provide 35 hours of care a week.

The single most useful thing on this page. If you support a relative who hoards you are a carer in law, and you have a right to a free assessment of your own needs. You do not have to live with them, you do not have to be providing physical care, and they do not have to agree, take part, or be assessed themselves. The Care Act 2014 says the duty applies where it appears a carer may have needs for support, and applies regardless of the level of your needs or anyone's finances. The eligibility regulations then list, as one of the outcomes a carer may be unable to achieve, maintaining a habitable home environment. That is hoarding written into English social care law.

Northern Ireland gives you the right to an assessment by your Health and Social Care Trust, and nidirect states plainly that the assessment is about you and that the person you care for does not need to be present. There is also no definition of regular and significant care, so there is no threshold to argue about. One difference from the rest of the UK to be aware of: the Trust must first be satisfied that the person you care for is someone it could provide social care to, so a Trust can decline where that person is entirely unknown to social services.
